Rachel Wacker (a.k.a. Dolan Cyr) graduated with honors from the University of Notre Dame in 1999 with a B. A. in studio art and a concentration in philosophy and literature. While at the university, she participated in the St. Mary’s Rome Program and received a Kellogg Institute Grant to study “The Maasai Tribe and the Color Red” in Kenya. Following graduation, Rachel spent a year volunteering on the Turtle Mountains Indian Reservation in North Dakota.

Rachel now resides in the Lowertown Arts District where she is a full time artist, community art event designer, and emerging curator. She is an active member of the Saint Paul Art Collective, a coordinator for the Lowertown First Fridays Committee and the resident curator for 262 Studios’ public galleries. Rachel is also the co-founder and director of the art initiative, Rage to Order. The initiative was launched in 2011 with the goal of articulating the usefulness of art and working to elevate the role of artists in the community. Since 2009, Rachel has collaborated with over two hundred artists, musicians, poets, small businesses and neighborhood organizations to create roughly 50 community art events.

Rachel began signing her art as Dolan Cyr in 2009 to make a public distinction between her role as a visual artist and her role as an art advocate and organizer. She chose the name in honor of her great grandmothers, Anna Dolan and Victoria Cyr.

Lowertown.info was launched in 2014 as an online visitor's guide, news magazine, and community information portal serving the arts neighborhood of Lowertown, Saint Paul, Minnesota. The project and its associated Twitter feeds wrapped up operations at the end of April 2022. For more information, see this article.
