KSTP—The Mississippi River reached major flood stage Monday morning in St. Paul, and the water is expected to keep rising this week. Flooding is already impacting nearby roads and parks. The pavilion at Harriet Island Park is sandbagged and surrounded in water. About half-a-dozen roads in the city are closed because of high water, including stretches of Jackson, Warner and Shepard. Several popular parks and boat launches are also shut down. City leaders said they have a “deliberate flood action plan” in place, and they have started building a temporary levee in Lowertown. Flood stage for the river in St. Paul is 17 feet. The river is expected to keep rising another three feet this week, which would result in one of the 10 highest crests in St. Paul history.
